A Strategic Location, But Why Odisha?
The choice of Odisha is no accident. Analysts highlight its strategic advantages: it's far removed from India's western and northern borders, minimizing exposure to potential cross-border missile or drone threats. Additionally, Odisha lies outside India's highest seismic risk zones, reducing vulnerability to major earthquakes. This location, analysts argue, significantly strengthens the safety and continuity framework for critical financial systems.
This Odisha facility marks the RBI's second data center, complementing its Primary Data Centre in Kharghar, Navi Mumbai. Interestingly, Odisha stands apart from Mumbai and Chennai, which host a significant portion of India's data centers. By avoiding these hubs and dense digital traffic corridors, the RBI may be aiming to insulate its infrastructure from concentrated cyber risks and network vulnerabilities.

The RBI's move aligns with a global trend among central banks and major financial institutions. Increasingly, these entities are prioritizing data security, operational control, and systemic resilience by establishing and managing their own secure data centers. This shift away from reliance on public infrastructure was underscored last year when a leading commercial bank relocated its data center operations overnight from Jaipur to Mumbai during heightened tensions along the India-Pakistan border, which involved drone activity.
